in the case of an emergency situation attend a relevant territory (pesthole, an emergency situation region, object) and study the existing situation (by interrogating, examining, searching, researching and other necessary methods and means); analyze the information obtained without any delay; plan urgent basic measures/ actions (hazard or/and risk eliminating and/or reducing that down to an admissible level), epidemic and epizooty liquidation curative and preventive measures, kinds and quantity of materials and samples necessary for laboratory investigations, liquidation measures against quarantine hazard organisms pestholes, which invaded the country, relevant works carrying out in the quarantine zone, etc.); commence risk management provisional measures taking according to risk extent as well as relevant measures/actions carrying out (communication taking into consideration transparence) or/and control adequate fulfilling of those; notify management of the service about results of the actual situation on a relevant territory as well as of measures/actions carried or to be carried.
